Check out this article on Gamespot. Interesting little read about Fallout 3, but the biggest thing to notice is that it will be available before the end of the year. =)
It seems like they will be taking it away from the previous games that were turn-based favoring the action format instead. They do have a "VATS" system that will allow you to slow down the game and target specific parts of your enemy which gives an illusion of turn-based gameplay... but i'm not falling for that. It's an action game.
I do think it's not in their best interest to change the gameplay like that, but I won't be complaining about it either because I'll probably still enjoy it. It might have been nice like in Arcanum to allow us to choose whether to have it real-time or turn-based.
