I just finished up work on a batch file/program that I've been working with on and off for the last month. It takes images that you want to put on a website, resizes them for thumbnails and preview sizes, then generate preview pages and index pages that you can upload to your site.
It's biggest benefit is creating static HTML pages that don't require having a host that will allow you to run PHP CGI or other dynamic scripts, and it's completely free.
